Horsepower and torque for the three different tires. The heavier tires showed a significant drop in peak horsepower. Note the differences between the MEZ4 and BT-001, which have contrasting weight and MoI numbers.

Fooling The Dyno Horsepower Torque Dyno
To determine if gearing affects horsepower readings, we performed back-to-back runs in fourth and fifth gears. While at lower rpm a slight difference was noted, the graphs are very similar at higher revs.

Several problems with this article.  First, the MOI for the heaviest wheel tire combination should be closer to 60 lb-in^2 than 2,500.  It seems you've mistaken weight for mass.  Second, rolling diameter is very important as it affects overall gear ratio. A couple tenths of an inch difference would explain the differences in performance seen.  Lastly, torque is a better quantity to compare than horsepower.  Refer to http://spreadsheets.google.com/ccc?key=0ApPRT4wdrOMvcEJDSDJDbHptcnBsSFVORmdya1Q3SEE&hl=en
